You could have been their only applicant and they want to interview more than one person to make sure they choose the right candidate for the position. Did you ask them how long your application would be "on hold"?
I'm surprised it says "on hold" though, as I thought the usual message was "being reviewed" so that may indicate a delay of some sort, or they are doing the recruitment in batches (for the last EO recruitment round I did, I received 250 applications for 10.jobs). I don't work in DWP, but the same recruitment service is used across the departments.

There were approx 23,000 applications for 100 jobs, so it will take a while to sift through them. Usually the people that score 80% or more on the online assessment get called back first, they will then have another test- i think it's an aptitude test-maths and english.
